Steps to Licensing

In order for you to participate, the following requirements must be met:

  1. Your son or daughter must be at least 15 years of age.
  2. You must obtain a letter from the superintendent of schools in the district in which you live stating that your child is a full-time home school student.
  3. The classroom materials provided by Virtual Drive are approved by the Minnesota DVS. If you follow the course in its entirety you will have complied with the Minnesota rules governing classroom instruction.
  4. When your child has completed the required 30 hours of classroom instruction, send a letter to the Minnesota DVS stating that the instruction has been completed, which text was used, your child’s full legal name (first, middle, and last), and date of birth. Also, enclose the letter from the superintendent of schools.
  5. Upon receipt of your letter, the DVS will send a proof of classroom completion document to you. This is the document that you must present to the behind-the-wheel instruction provider in order for the student to be issued a Certificate of Enrollment (also called the "blue card"). The blue card is then brought to a state examining station along with a primary and secondary form of identification. Please refer to the Minnesota Driver's Manual for acceptable forms of identification. these documents need to be presented at the examining station in order for the student to take the written test. When the test is passed, application may be made for an instruction permit.
  6. Once the instruction permit has been obtained, the student must receive six hours of behind-the-wheel instruction from a licensed driver education instructor and 30 hours of supervised driving (ten of which must be at night) with an authorized licensed driver who is at least 21 years of age. After this practice driving, and after the permit has been possessed for at least six months with no moving violations, and the student is at least 16 years of age, they are eligible to take a road test and, when the test is passed, obtain their provisional driver’s license.

Understand Minnesota's Graduated Driver's License (GDL) Law

The graduated driver's license law (GDL) became effective on January 1, 1999.  It compliments the existing driver's license program by introducing a provisional license stage for young drivers. 

This multi-tiered program, designed to ease young novice drivers into the driving environment, provides for additional parental/legal guardian involvement.  It also emphasizes the importance of a good driving record

  Instruction Permit

Qualifications

  • Must be at least 15 years of age.
  • Must have completed 30 hours of classroom instruction and be enrolled in behind-the-wheel instruction.
  • Must pass vision and written tests, complete application, and pay the required fee.
  • Parent or legal guardian signature and certification required.

Conditions
Permit holder may drive under the supervision of a certified driving instructor, parent or guardian, or other licensed driver age 21 or older.

Every occupant under the age of 18 must have a seat belt or child passenger restraint system properly fastened.

Cost

  • $9.50
  • Valid for 2 years
  • Renewable

Provisional License

Qualifications

  • Must be at least 16 years of age.
  • Must have completed driver education.
  • Must have held an instruction permit for six months with no convictions for moving violations or convictions for alcohol/controlled substance violations. (M.S. 169A.20 & 169A.54 Driving Under the Influence; M.S. 169A.33 & 169A.54 Underage Drinking and Driving;  M.S.169A.35 Open Bottle; M.S. 169A.50  M.S.169A.51 M.S.169A.52  and M.S. 169.53 Implied Consent)
    NOTE: If all or part of your six months of driving experience was in a state other than Minnesota, please present a certified driving record from that state. 
  • Must pass the road test, complete application, and pay required fee.
  • The person who approves the application also certifies that the applicant had driven under the supervision of a licensed driver at least 21 years of age for not less than 30 hours, at least ten of which were at night.

Conditions
Every occupant under the age of 18 must have a seat belt or child passenger restraint system properly fastened.

Cost

  • $12.50
  • Valid for two years

  Full License

Qualifications

  • Must:
  1. be at least 18 years of age or
  2. must have held a provisional license for at least 12 consecutive months with no convictions for alcohol/controlled substance violations or crash-related moving violations, and with not more than one conviction for a moving violation that is not crash-related
  • Must complete application and pay required fee.
  • If under 18, the person who approves the application also certifies that the applicant has driven under the supervision of a licensed driver at least 21 years of age for not less than ten hours on the provisional license.

Cost

  • $21.50
  • NOTE: There is a $3.50 credit toward the fee for this  license if the applicant has had no violations on record.
  • Expires on 21st birthday.
